SUJB’s Preparation of Czech National Legislation for New Nuclear Technologies After CEZ’s Deal with KHNP

This summer, the Czech Republic took an important step towards decarbonizing energy: The choice of KHNP as the reactor vendor for a new large nuclear power plant, which ultimately excluded EDF, was a bit of a surprise. In recent years, EDF built new projects in Finland and is going to finish Hinkley Point C in UK, and KHNP completed 3 units of a nuclear power plant in the UAE, and will deliver the 4th Unit by this year.
However, as KHNP has never built a major project in Europe, the contract negotiations for next steps will be remarkable. According to Czech government, "The details of the contract will be finalized and signed in the first quarter of next year (2025)." According to the plan, KHNP will build two new units at the Dukovany nuclear power plant in CEZ and will discuss the option of building two more units at the Temelin power plant.
No further information has been released since the announcement. But earlier in the same month that KHNP was chosen, Czech Ministry of Industry and Trade established a new Nuclear Energy and New Technologies Section, which aims to “support the development of nuclear energy, which is a key pillar of the Czech Republic’s energy supply”. What will be the specific progress of this impressive project in the second half of this year? At the same time, will the Czech SMR projects also make greater progress?

Mr. Eduard Kloboucek is an expert with more than 13 years of experience in nuclear, administrative and environmental law. He joined the State office for Nuclear Safety of the CR in 2011 and since then have been working as a lawyer in its Legal Division, in 2023 became the head of Legal Division of SUJB. Mr. Eduard Kloboucek obtained a doctor degree in administrative law and in environmental/nuclear law (Ph.D.) from Charles University in Prague and post gradual diploma in international nuclear law from Université de Montpellier 1, France. His experience in nuclear sector encompasses a range of activities from licensing, administrative procedures, enforcement, environmental impact assessment, public participation in nuclear activities, civil liability for nuclear damage to nuclear security. He has also experience in drafting the nuclear legislation. He is a member of bureau in Nuclear Law Committee of NEA OECD and represented actively Czech Republic in many international activities including IAEA and NEA expert and review conferences. |
