On May 2025, UK's first high-assay low-enriched uranium (HALEU) advanced fuels facility moved an important step: Costain, an infrastructure company has been selected by Urenco to carry out the front-end engineering design (FEED), which is expected to be completed by 2027.
Located at the Capenhurst site in northwest England, the UK government allocated £196 million ($245 million) to Urenco in 2024 to produce up to 10 tonnes of HALEU annually by 2031, which is essential for guaranteeing the country's nuclear and energy security that break Russia's monopoly in Europe, and will also provide 400 jobs. Costain's MD stated that this project will "establish the UK as the first country in Europe to launch a high-tech nuclear fuel program and will provide critical fuel supplies for next-generation reactors, including advanced modular reactors and small modular reactors".
Due to the limited availability of reliable HALEU supplies, the commercialization of advanced reactors in the United States has also faced delays. In response, the U.S. DOE awarded a minimum contract of $2 million to six HALEU producers in Oct. 2024, with a total of up to $800 million allocated for deconversion services over the 10-year contract period.
